Large-Scale Road Construction and Repairs
In 2024, Kazakhstan achieved a record in road repairs, with 12,000 km renovated, including major works completed on 7,000 km. Several strategically important highways were put into operation:
Additionally, key phases of the "Kalbatau – Maikapchagai" and "Kyzylorda – Ulytau" projects were completed. In 2025, another 13,000 km of roads are planned for repair, which will bring 94% of national roads and 91% of local roads to standard conditions.
Expansion of Toll Roads and Service Infrastructure
Currently, Kazakhstan operates 3,200 km of toll roads, generating 48 billion tenge in revenue in 2024. This figure is expected to reach 100 billion tenge in 2025, with part of the revenue allocated to further road construction.
Major investors – QazaqOil, RoyalPetrol, and Compass – plan to build and modernize 400 service facilities, including gas stations, truck parking lots, and rest areas. Total investments will amount to 120 billion tenge.
Implementation of Digital Technologies
A major step in digitalization will be the "E-Joldar" unified platform, which will consolidate all road data. Its launch is scheduled for 2026. Other initiatives include:
